Financial approval accorded for 2nd Arunachal Scout Bn
NEW DELHI, Jul 30: The Union Ministry of Defence has accorded the financial approval for raising the 2nd Battalion of Arunachal Scouts and notification to this effect would be released soon by the Ministry for starting the process of recruitment, Union Defence Minister A.K Antony informed Chief Minister Nabam Tuki here today. Among other issues, the Chief Minister discussed in detail the condition of roads under implementation by BRO and impressed upon the Defence Minister to expedite the said works in interest of the state and the country.

Highway authority seeks people’s cooperation

ITANAGAR, Jul 30: In a bizarre incident, the senior surveyor of SRK Construction Private Limited (SRKCPL), namely, Sombhu Shankar Rai was allegedly attacked by his driver Ashi Riba at its Pangin camp on Saturday evening.
Injured Sombhu was immediately rushed to Pangin CHC in critical condition, as he was attacked with lethal weapon, according to SRKCPL sources.
However, his condition is reported to be stable and normal.
The incident has sent shockwaves among SRK officials and agitated employees of Hyderabad based construction agency stopped all work to protest until they are provided with adequate security. There is also unconfirmed report that, two local youths had assaulted its project manager on July 17 last without any valid reason.
When contacted, Superintendent of Police (SP) East Siang district confirmed the incident.
“Fight between two employees took ugly turn and there is no other issue. An FIR has been lodged against Ashi Riba and he is absconding at the moment. We will soon arrest him,” said SP.
Chief Engineer Highway Bora Ete termed the incident as internal matter of company
and said there is no need to press panic button. “I have spoken to my engineers present
at the site. The issue has been resolved and company officials have resumed their
work,” said Bora Ete. He further added, “We are facing some problems in implementing
Trans Arunachal Highway project in the eastern side of Arunachal. We appeal locals
to cooperate with us in this regard as highway project cannot be properly implemented

Press fraternity lifts ban, decides to continue stir
ITANAGAR, Jul 30: The Arunachal Pradesh Union of Working Journalists (APUWJ) and Arunachal Press Club (APC) in a review meeting held in the Press Club here Monday decided to lift the ban on carrying the state government news and advertisements at the end of 15 days in public interest.
The symbolic protest was against inaction of the State Government and its law enforcing agencies along with the courts for their failure in bringing the attackers to book and awarding them punishments, which showed its deadliest face in the attack on APUWJ president and Arunachal Times associate editor Tongam Rina on July 15 last.
Though the media fraternity appreciated the police for arresting 11 accused in the April 15 AT attack case and identifying the absconding mastermind, but they took serious exception that the gunman who fired at Tongam was still at large.
The organizations have appointed a legal advisor to constantly maintain vigil on the legal process and advise them on the future course of action for expeditious investigations till a logical conclusion is reached, the culprits in both the cases are brought to book and the conspirators are exposed.

AR nabs drugs peddler, recovers opium
ITANAGAR, Jul 30: Assam Rifles personnel nabbed a drug peddler and recovered huge quantities of opium from his possession at Jairampur recently.
Pratap Mahto, 23 of village Kovin under Jairampur police station was apprehended by AR personnel during a checking at mobile check post at Lal Bridge near Jairampur and recovered 8 kg (approx) opium from the car in which he was travelling from Sorulongvi to Chamro. The apprehended person and the recovered items were handed over to Jairampur police on July 26 for further investigation, according to sources.
AAPSU cautions Govt against illegal immigrants
ITANAGAR, Jul 30: The All Arunachal Pradesh Students’ Union (AAPSU) while expressing its grave concern over the situation arising out of the communal violence that has rocked the Bodo land Territorial Autonomous District Council (BTAD) in the neighboring state of Assam cautioned the state government to keep strict vigil and pull up its intelligence apparatus so that the spill over effect of the violence involving immigrants from the neighboring country Bangladesh does not get safe haven in the state as reported in various regional papers.
It is unfortunate to know from various media publications, if it is to be believed, that somewhere the fallout of the violence in a way has been due to the presence of unaccounted numbers of illegal immigrants from the neighboring country of Bangladesh and as such it cannot be considered as an isolated case affecting only the BTAD region rather the whole of the country in general and north eastern states of the region in particular should view the situation seriously keeping mind the complexity of the problem that can have far reaching consequences in the demography set up and internal security of the country, AAPSU said in a release.
The union called upon the state government to immediately instruct all the district administration to carry out extensive Inner Line permit (ILP) drive in their respective jurisdiction to check and detect the presence of illegal immigrants.
The apex students’ body of the state also urged the government to take necessary step for immediate renovation of the Arunachal Pradesh Public Service Commission Examination (APPSCE) office building which was damaged by unidentified miscreants few months ago.
Students demand effective policy to prevent illegal influx

PASIGHAT, Jul 30: All East Siang District Students’ Union (AESDSU), a federal unit of AAPSU has demanded the state government to make a rigid policy for stopping influx of the illegal immigrants. The union urged the district administration to find a permanent solution to the problem and strengthen the check gates to prevent illegal entry of the suspected citizens, particularly the Bangladeshis.

The union allege that the ‘Inner Line Regulation, 1873’ has not been effectively enforced in the state. The government machinery has failed to check illegal entrance of the Bangladeshis and other foreign nationals into Arunachal territory.
AESDSU made it clear that such operation is not against the sentiment of any individual, organizations or religious group, but to ensure peace, safety and security of the local people. The union also demanded that issuing of Inner Line Permits (IPLs) should be stopped and appealed to the political leaders, contractors and businessmen not to engage Bangladeshis as cheap labourers and not to give them shelter under any circumstances. The Union decided to continue the operation until the illegal immigrants are completely flushed out from their area.
It may be recalled that the movement against the illegal Bangladeshis was launched by AAPSU in 2007, but it has been stalled due to a bureaucratic roadblock.
According to sources, about 5000 illegal Bangladeshi migrants were driven out of the state by the AAPSU during its firsts phase movement.

The arrest of 11 attackers and identification of mastermind behind April 15 attack on leading daily of state The Arunachal Times has come as relief for law loving citizen of state. Capital Police in particular SP Hibu Tamang and his team of officers deserve appreciation for putting all efforts to solve the case.
Now there is genuine believe among citizens that capital police will soon solve the inhuman and cowardice act of attack on Tongam Rina. People have high expectation from capital police and we hope they will not disappoint ordinary citizens. In the last couple of few years The Arunachal Times has emerged as voice of poor Arunachalee and Tongam Rina has become the face of new Arunachal who will not bow down to money, political and muscle pressure. Therefore, by attacking Arunachal Times and Tongam Rina, the criminal minded people are trying to suppress the voice of unheard and unseen citizens. However, their motive was backfired as attack on Tongam Rina has angered entire citizen of state and genuine hate for criminal minded people have developed after this incident.
Chief Minister Nabam Tuki often says he will make state capital Itanagar a crime free zone. Now he has best opportunity to turn his statement into action. It is well known fact that the alleged mastermind of April 15 attack is a person who has blessing of influential persons. If he is not arrested and given exemplary punishment, people will think that CM has bowed down to the pressure from masters of April 15 main accused who will use any means to protect their puppet gunda. Malicious and baseless allegation

This is in response to the news item published in this daily on July 21 wherein it was alleged by the All Adi Youth Association that some teachers of Kebang Secondary School are engaged in business instead of concentrating on their duty.
How comes such an association can issue abstract statement without any authentic and specific proof.
The question of neglecting the duties and engaging in business do not arise at all
as because in the education system we have DDSE in the district, ADEO in block level
and PTA, SMDC within the locality that constantly monitor and supervise the day-
Apart from this school is a learning institution free from politics, religion, caste, colour, creed etc. So, one needs to cooperate and suggest if any thing goes wrong in open forum of SMDC, PTA meeting. No problem can be solved in this way. Thus, in a nutshell, the statement given by the Association is totally inequitable and malicious.
The mischief activities of the association may create chaos and confusion in the mind of people and it may mislead the people of the state in the wrong way.
We don’t like to criticize and condemn the Association but it’s sole purpose should

Firstly, the Kebang Community hall was constructed inside the school premises. So the villager often assemble here for sorting out local meeting which in turn create lot of hue and cry and hamper the ongoing school teaching and learning process.
Secondly, we the teachers of Kebang Secondary School are living in state of constant fear and confusion as because in the midnight, the local youth from the village throw stones at our residence and the elder of village pay no heed to our complaint.
Thirdly, school is a sacred place and it is known to be temple of learning with certain rules, norms and regulation. But to our dismay, this norms and rules are infringed by the frequent visit to the school and staff room by the local people during the class hours in spite of the wide protest by the teachers.
In spite of all the obstacles and hindrances, we the teachers of Kebang Secondary School put all our efforts and dedication in our duties to give fruitful education to our students.
We have never taken our problems and grievances to the higher authority because we believe in ourselves and manage all the problems through the joint and collective efforts of all the teachers.
So, we would like to ask the people of Arunachal Pradesh, why the teachers always become the object of criticism in spite of their best efforts. Why the words like ‘applaud’ and ‘appreciation’ seem to be miles away from the teachers in spite of the golden works they do.
This loose and cheap talk won’t distract us from fulfiling our commitment towards our duties and student. Finally, it is a mass appeal to any concern individual or organization that if our conduct and attitude in school administration is not in proper way, then we will pave the way for the new team to handle the affair of the school in a better way.

Karsingsa is suitable location
Dear Editor,
This is apropos the news item regarding selection of new site for Greenfield Airport at Hollongi which was published in a section of local daily on July 30. We, the local leaders of Karsingsa, Banderdewa area, strongly raise our objection to the selection of new site for the airport. The state Govt had already spent an amount of more than three crore on survey and investigation for the airport. The foundation stone of the airport was laid by then Home Minister Shivraj Patil during 2008.
Shifting of project site after huge expenditure will put extra burden to the state Govt. Moreover, we had donated land free of cost for the project. Hollongi, being a boundary disputed area, construction of airport there may create law and order problem.
As per survey and investigation report prepared by the expert committee, Karsingsa is the most suitable location for establishment of airport. Frequent change of location will only hamper the smooth and early implementation of the project.
In case of change of present project site Karsingsa to any other location, it will compel us to start democratic movement against injustice.

Water woes
India’s burgeoning cities are struggling to provide their residents with basic services. No Indian city receives piped water 24 hours a day, seven days a week. Raw sewage often overflows into open drains, polluting ponds, rivers, and groundwater.
There is a clear need to revamp the water supply system in urban area with a further 10 million people expected to move into the urban areas each year. Recognizing this, the Indian government has been implementing an ambitious urban renewal program for the past five years. However, creating infrastructure alone will not solve the problem; the management of urban water supply services will also need to be addressed to arrive at a sustainable solution.
To find a way forward, the World Bank and India’s central Ministry of Urban Development, recently brought out a report, “Improving Urban Water Supply and Sanitation Services – Lessons from Business Plans for Maharashtra, Rajasthan, and Haryana and International Good Practices.”
The report finds that while towns in Haryana, for instance, had the highest average quantity of water available per person per day, supply was irregular and varied widely between seasons. Towns in Maharashtra, on the other hand, had less water available but benefited from a more regular supply. Rajasthan, the desert state, had the least availability of water and the least reliable supply, with only 162 out of the state’s 222 towns receiving water every day.
Many experts believe that there must be clear cut role and responsibility for policy makers and service providers for judicious use of water.
